Est8 @ Seputeh Homeowners: 5 Things to Check Before Installing Flooring

Est8 is mostly duplex and villa layouts, so a flooring job here means several levels, an internal staircase and a high-rise building's rules. These five checks come first.

Short version: before any flooring goes into an Est8 @ Seputeh unit: (1) report defects before covering anything, (2) confirm your title, agreement and finishes, (3) check the base for levels and moisture, (4) read the building's renovation rules, and (5) plan the stairs, levels and transitions in your duplex or villa layout.

About Est8 @ Seputeh (what could be verified)

Est8 @ Seputeh is a leasehold serviced residence by Eupe Corporation Berhad on a 2.9-acre site a few hundred metres from Mid Valley City in Seputeh, Kuala Lumpur. The Edge Malaysia reported 821 units, mostly duplex units and villas: duplexes with built-ups of 753 to 1,947 sq ft and villas from 543 to 1,175 sq ft. The project topped out in August 2025 with completion targeted for May 2026, and listings now describe units as completed in 2026. The sources checked do not say which floor finishes the developer supplies, so nothing below assumes one. Your sale and purchase agreement is the reference.

1. Inspect and report defects before you cover anything

Under the standard sale and purchase agreement for housing developments, the defect liability period is 24 months from vacant possession, and the developer should repair visible defects within 30 days of a written notice, according to legal commentary in The Edge Malaysia and iProperty. The catch for flooring: a developer can refuse to fix damage it did not cause, such as damage from your own renovation. So before a new floor goes down:

  • Tap-test tiles for hollow or loose spots, and look for cracks and chips.
  • Check each floor with a long straight edge and list any noticeable dips or humps.
  • Photograph every level with dates, submit the list in writing and keep proof of delivery.
  • Let the developer rectify before you cover the area, where practical.

Our new home key collection guide covers this step in more detail.

2. Confirm your title, agreement and finishes

Serviced residences can be sold under different title types and agreement forms, so ask your lawyer which defect-liability terms apply to your unit. Then read the schedule of finishes in your agreement. It tells you whether your floors are bare screed, tiles or something else, and so whether the job is a fresh install, an overlay or a removal. Do not rely on show-unit photos or listing descriptions.

3. Check the base: levels and moisture

New concrete and screed can still hold moisture, and a floating floor needs a flat base. Ask your installer to check flatness and, where the manufacturer requires it, moisture before laying. On a duplex, check every level, because a dip near a staircase landing or a door threshold is far easier to fix before the floor goes down. If the base is existing tile, tap-test it first. Our overlay-or-remove guide explains how that decision works.

4. Read the building's renovation rules

High-rise buildings set their own rules for renovation: approval before work starts, a deposit, permitted working hours, lift protection and booking, debris removal, and sometimes noise or impact-sound expectations. Get the management's written guidelines before you book a contractor, and plan the schedule around them. A floating floor such as SPC avoids hacking and wet works, which is where most restrictions apply, but the rules still cover delivery and working hours. Ask these four questions:

  • Is approval needed, and how long does it take?
  • What deposit is required, and when is it returned?
  • Which days and hours are allowed for work and deliveries?
  • Is there an underlay or impact-sound requirement for new flooring?

5. Plan the stairs, levels and transitions in a duplex or villa layout

Duplex and villa layouts mean an internal staircase and often more than one floor level. That affects flooring in three ways. First, find out what the staircase is made of and how it is finished, because that decides whether it can be refinished, clad or replaced. If yours is solid timber, see why keeping solid timber stairs is usually worth it. Second, stair edges need a proper nosing or edge profile, not just a plank cut to size. Third, think about where one floor meets another, such as a stair landing or a garden door, and ask for a threshold that suits the height difference. Some Est8 units are described as having a double-volume private garden; wherever indoor flooring meets a garden or balcony door, keep the floor clear of standing water.

Then choose the floor

With the checks done, a floating SPC floor is a practical default for a new high-rise unit: it needs no wet works, goes over a flat base or sound tiles, and is highly water-resistant for everyday spills. Frequently asked questions

Should I install flooring in my Est8 unit before or after the developer fixes defects?

After. Report defects in writing first and let the developer rectify them where practical, because covering a floor before reporting problems can make it harder to show the developer was responsible. Check the exact terms in your own sale and purchase agreement.

Does the 24-month defect liability period apply to a serviced residence?

Under the standard housing development agreement the defect liability period is 24 months from vacant possession, but serviced residences can be sold under different title types and agreement forms. Confirm which terms apply to your unit with your lawyer.

Do duplex units need special flooring planning?

Yes. Duplex layouts have an internal staircase and more than one level, so check each level's flatness, find out what the staircase is made of, and plan edge profiles and thresholds before choosing the floor.

Can SPC flooring be installed over bare screed in a new condo?

Usually yes, if the screed is flat, clean and dry. Ask your installer to check flatness and, where the manufacturer requires it, moisture before laying. If there are tiles instead, tap-test them before deciding on an overlay.
